Zusammenfassung
Vor rund 100 Jahren, im Juni 1919, wurde in Paris die Internationale Arbeitsorganisation (ILO) gegründet. Ausgehend von einem recht engen europäischen und hauptsächlich industriellen Schwerpunkt kann die Geschichte der ILO im doppelten Sinn als eine Geschichte der ständigen Expansion gelesen werden: Sowohl was ihre Mitgliedstaaten betrifft, als auch mit Blick auf die Formen der Arbeit und die Gruppen von arbeitenden Menschen, die in der ILO vertreten sind, ist die Organisation globaler geworden. Gleichzeitig diente die ILO als Prisma der Konflikte und Spannungen, die die Arbeitswelt im Laufe des vergangenen Jahrhunderts geprägt haben. Wie der Beitrag zeigt, bietet die Geschichte der ILO zahlreiche Ansatzpunkte, um über möglichen Grundlagen und Grenzen der Solidarität zwischen Staaten, Gesellschaften, sozialen Gruppen und Einzelpersonen auf globaler Ebene zu reflektieren. Die ILO wird dabei als Resonanzboden für Ideen transnationaler Solidarität, aber auch als Aktionsfeld für deren praktische Umsetzung untersucht.
Abstract
Roughly 100 years ago, in June 1919, the International Labour Organization (ILO) was founded in Paris. Starting from a quite narrow European and mainly industrial focus, the history of the ILO can be read as one of constant expansion, both geographically and with regard to the fields of work and the type of workers represented in the organisation. At the same time the ILO can serve as a mirror of the conflicts and tensions that have characterised the world of work in the course of the past century. The article shows that the history of the ILO offers plenty of starting points to reflect about both the foundations and the limits of solidarity between states, societies, social groups and individuals on a global scale. The ILO appears not only as a sounding board for ideas of transnational solidarity, but also as a field of action for the latter’s practical political implementation.
