: On the Empirical Analysis of Staff Councils - Structural Data and Problems in the Field of Interest Representation
The article focuses on selected issues relating to "establishment-level labour relations in the public sector as well as the representation of interests by staff councils at the level of the public sector establishment, drawing on broadly based empirical findings for the first time. The first section outlines fundamental structural data (including election turnouts and the "group principle, gender representation, unionisation levels, work releases and external experts). The second section focuses on selected key areas and problems in the field of interest representation (important topic areas, modernisation of the public sector, establishment agreements, support from the trade unions).
