: The WSI Surveys of Works and Staff Councils - an overview
The article summarises the methods and findings of the third WSI survey of worker representation, conducted in summer 2002. The survey reports on the framework conditions of economic organizations in the private and public sectors and identifies the problems which works and staff councils confronted during the poll. Councils activities and evaluations are examined in the light of their juridical room for manoeuvre, their relationship vis-a-vis the employer and finally their relationship to collective bargaining policy and trade unions. At all of these levels, relative success and shortcomings - or rather opportunities and risks for the task of worker representation - are identified.
